Who is riding a Black Horse?

Revelation 6:5-6 (NIV)
When the Lamb opened the third seal, I heard the third living creature say, “Come!” I looked, and there before me was a black horse! Its rider was holding a pair of scales in his hand. Then I heard what sounded like a voice among the four living creatures, saying, “Two pounds of wheat for a day's wages, and six pounds of barley for a day's wages, and do not damage the oil and the wine!”

Financial Collapse – Can you imagine famine and financial collapse so bad "two pounds of wheat for a day's wages, and six pounds of barley for a day's wages”? Many countries have experienced famine and financial collapse. Germany, for example, at the end of World War II found itself in this very state, but the difference between the German economy at the end of World War II and what is being described in Revelation is the famine and financial collapse does not impact only one country, but the entire world. World markets will collapse, currency will be devalued, government infrastructure will fail, and the masses will be expected to survive on their own without police, fire, or ambulance services. All modern conveniences will be stripped away. Why? Because a global war has begun.
